Due to the COVID-19 virus the Board of Aldermen is holding regular meetings by electronic Webinar. Each meeting will have an electronic link and phone number that can be used to view and/or listen to a meeting. Each meeting will also have a Meeting ID Number that can be used if requested while you are accessing the meeting.

Public Hearing 
The Committee will take Public Comment on any of the Board Bills and Resolutions listed below. Please see the below instructions on how to register to speak to the committee. 

Public Hearing Procedures:
Those interested in making a comment should send an email expressing their interest to speak as well as their name, street address, email contact address and the Board Bill and/or Resolution Number(s) they wish to speak about. This email should also indicate whether you are “for”, “against” or have “no position” on the Board Bill or Resolution. This email should be sent to the Board of Aldermen Clerk - Mr. Terry Kennedy at: kennedyt@stlouis-mo.gov.

Persons may also call 314 589-6845 and leave a message with the above information. Those who do not have an email address or wish to call into the meeting by phone to speak, should call the phone number above and express their interest to speak as well as leave their full name, phone number  and all the requested information above. 

Those responding by email will receive an email confirmation and then later a link that will allow them to join the meeting as a speaker. Procedures will also be sent to you. Those calling in will receive a return phone call with this information. 

All requests to speak must be made by 6am Tuesday, June 29, 2021. Speakers will be called to speak in accordance to the Rules of the St. Louis Board of Aldermen which can be found on the Board of Aldermen Website.

The United States government recently has enacted legislation appropriating additional funding for City activities and expenses related to the COVID-19 pandemic. In this Ordinance, the Board of Aldermen authorizes the Mayor or his or her designees to apply for and accept funds received from the American Rescue Plan Act of 2021, Pub. L. No. 117-2, § 9901 (March 11, 2021), directs the Comptroller to establish a new account for the receipt of funds (solely to the extent received), appropriates the funds (solely to the extent received); containing a severability clause; and containing an emergency clause. Appropriation of this funding will greatly benefit the public by providing additional resources for addressing housing instability and public health and welfare.

An ordinance establishing and creating a Planned Unit Development District for City Blocks 1868.00, 1880.00, & 1881.00 to be known as the "Veterans Community Project Planned Unit Development District" and containing a Severability Clause and an Emergency Clause.

Board Bill Number 51

Board Bill would establish The Geospatial Protection and Enhancement Special Use District (“GPE-SUD”) for approximately a 958 acre site surrounding and within 2500 feet of the perimeter of the Next NGA West Campus located at the Northeast corner of Jefferson Avenue and Cass Avenue. The Special Use District Overlay zoning district, as permitted in the enabling Ordinance 66941, would prohibit certain uses that would otherwise be allowed in the underlying zoning districts “A” Single-Family Dwelling District, “B” Two-Family Dwelling District, “C” Multiple-Family Dwelling District, “D” Multiple-Family Dwelling District, “E” Multiple-Family Dwelling District, “F” Neighborhood Commercial District, “G” Local Commercial and Office District, “H” Area Commercial District, “J” Industrial District, and “K” Unrestricted District. The GPE-SUD overlay zoning district would prohibit certain uses that would, if allowed to exist within the proposed GPE-SUD area, impede communications, endanger NGA operations and pose a threat to NGA’s mission.

NOW THEREFORE BE IT RESOLVED BY THE ST. LOUIS BOARD OF ALDERMEN AS FOLLOWS: 1. The Subsequent Improvements for property at 2 Sidney Street. shall be granted tax assurance for a period of ten (10) years. 2. For purposes of calculating the tax liability for the Subsequent Improvements, any increase in the assessment of any improvements, from the assessment in effect for such improvements as of January 1, 2022, shall be deemed attributable to the Subsequent Improvements. 3. In accordance with Section 135.963.2 of the Statute, a copy of this resolution shall be forwarded to the Director of Missouri Department of Economic Development within thirty (30) days of its approval.
