General Statement of Job

Under limited supervision, performs complex financial analysis work involving developing and using complex spreadsheets and financial models to analyze, project and report financial information. Work also involves assisting in coordination, preparation, development, implementation, monitoring and reporting of the County's operating and capital improvement budgets. Work may involve developing revenue projections, coordinating the preparation of the Capital Improvement Plan (CIP) and managing aspects of the financial implementation of capital projects. Employee must be able to make independent decisions by frequently applying knowledge of budgeting and accounting principles and practices.

Special Duties & Responsibilities

• Assesses County's financial analysis needs and develops complex spreadsheets and financial models to meet those needs.
• Analyzes financial and economic data; performs complex financial scenario analysis; prepares written reports; presents financial information and recommendations to the Board of Supervisors, County Administration and other various audiences in an easily understandable manner.
• Develops and maintains models to forecast revenue and expenditures, and prepares and monitors projections for current year.
• Coordinates and prepares CIP development; works with County's financial advisors to secure funding for capital projects; coordinates with State when State funding is allocated to projects; provides financial status reports to the Board for all capital projects; maintains all data necessary to regularly assess County debt policies.
• Monitors revenues on an ongoing basis and makes recommendations for corrective action, as appropriate.
• Researches and reviews a variety of documentation and data to develop financial analysis; financial recommendations and revenue projections; and to determine the impact of State/Federal legislation on the County's budget.
• Maintains current knowledge of economic and financial trends and best practices and makes recommendations for improvements to county financial policies and procedures when appropriate.
• Assists other departments with financial analysis as needed, or as requested.
• Establishes and maintains effective working relationships with Board of Supervisors, department directors, employees and general public.
• Attends, assists and participates in public hearings and meetings on the proposed budget, CIP, and other financial matters.
• Completes special projects, generally of a financial nature, but sometimes other-than-financial.
• May supervise Budget Analysts, as assigned.
• Performs other related duties as required.

Minimum Training & Experience

Bachelor's Degree in Business Administration, Finance, Economics, Public Administration or a related field, and at least five (5) years of experience in the public sector financial field with emphasis on budget preparation and analysis; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities in a public sector setting.
