General Statement of Job

Spotsylvania County is seeking a Procurement Officer II to join a team of professional procurement staff who manage the procurement of goods, services and construction for the County. This position will be part of the Office of Accounting and Procurement Services and will play a critical role in assisting a high paced Procurement team in providing professional procurement support to all Spotsylvania County Departments. The Procurement Officer will ensure that all procurements are done in accordance with the County Procurement Policy and all applicable state and federal laws governing public procurement.

Special Duties & Responsibilities

Work would involve developing more complex solicitations including Invitations for Bids and Requests for Proposals for both professional and non-professional services and formal contract development and administration. Conducting Pre-Bid and Pre-Proposal meetings and public bid openings. Reviewing and evaluating bid responses to determine responsiveness, completeness and compliance. Demonstrated experience leading RFP evaluation committees through the multiple phases of the procurement process to include the review, scoring and selection of proposals. Tracking term contracts and responsible for the renewal process of assigned contracts. This position must exercise independent judgement and initiative in both the writing and administration of formal and complex solicitations. This position requires knowledge of public procurement principles and practices, including the Virginia Public Procurement Act and strong skills in the use of Microsoft Word and Excel.

Minimum Training & Experience

Working knowledge of governmental procurement, preferably in local government or state procurement with experience in cooperative purchasing methods for public agencies. Demonstrated experience in developing and administering more complex procurements (RFPs, IFBs) to include procurement of professional services (i.e. Architectural & Engineering Services), construction and a variety of other advanced commodities. Excellent organizational, verbal and written communication skills and the ability to maintain positive working relationships with internal and external customers and communicating effectively with higher levels of staff in the organization. Strong interpersonal and listening skills with the ability to work and participate effectively in a team environment. An Associate's Degree or higher with coursework in business, procurement, or related field; and three (3) to four (4) years of procurement experience in a public sector environment, preferably local or state government; or an equivalent combination of training and experience which provides the required knowledge, skills and abilities. This position must be a Certified Professional Public Buyer (CPPB) or have the ability to obtain within two (2) years of employment. A Virginia Contracting Officer (VCO) is preferred or the ability to obtain within one (1) year of employment.
