General Statement of Job

Under general supervision, performs professional planning and land development review work for the County's Planning and Zoning Department. Reviews rezoning, special use, subdivision and other development proposals to ensure compliance with County codes and the Comprehensive Plan. Assists in updates to the Comprehensive Plan and its implementation. Serves as a team member and/or team leader in self-directed work teams engaged in planning projects and or plan reviews. Reviews and analyzes land development applications; interprets and applies relevant ordinances, standards, codes, plans and policies; and presents findings and recommendations to the Planning Commission and the Board of Supervisors. Reports to the Deputy Director of Planning and Zoning.

Special Duties & Responsibilities

• Reviews plats and development proposals ensuring compliance with the County's land use ordinances and standards.
• Reviews rezoning and special use applications and certificates of appropriateness for compliance with the County Comprehensive Plan's goals and objectives.
• Acts as project/case manager for special use, rezoning and site plans.
• Prepares staff reports summarizing relevant issues and recommends action to the Planning Commission, County Board of Supervisors and other commissions. Presents reports and recommendations to the Commissions and Board at regularly scheduled public meetings.
• Coordinates the review of applications by regulatory agencies to determine impacts on current and planned public services, infrastructure, and operations and recommends ways to mitigate any negative or adverse impacts.
• Assists in the update of the Comprehensive Plan and its implementation.
• Receives and responds to a variety of inquiries from the Board of Supervisors, Planning Commission, County staff, applicants and the general public. Provides information, answers questions and explains policies, procedures, standards and related regulations.
• Assists with writing land use policies and regulations for inclusion into ordinances and Comprehensive Plan; researches and prepares information on various planning related topics.
• Participates in and/or assists in the support of various County and regional committees, as needed.
• Acts as technical resource to Planning Technicians and assists in the orientation and training of Planner I's.
• Performs a variety of administrative duties in support of assigned duties to include setting up and maintaining files; preparing forms, handouts and checklists, preparing correspondence, etc.
• Participates in training and continued education, reviews legislation, journals, and periodicals to remain abreast of latest laws, trends in the market and latest techniques for skill enhancement.
• Conducts GIS analysis.
• Attends evening meetings as necessary.
• Performs other related duties as required.

Minimum Training & Experience

Master's Degree in Urban and Regional Planning, or a closely related field, and a minimum of one (1) year of site plan review, land use planning analysis and review, comprehensive planning analysis and review, GIS, or related work experience; or a Bachelor's Degree in Urban and Regional Planning, or related field, and a minimum of two (2) years of site plan review, land use planning analysis and review , comprehensive planning analysis and review, GIS, or related work experience; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Must possess a valid Commonwealth of Virginia driver's license.
A member of the American Institute of Certified Planners (AICP) preferred.
