Description

General DescriptionThis is a sworn, professional position. The incumbent performs difficult and complex work in supervising a departmental unit or in performing advanced management and technical work of comparable responsibility.

 

OrganizationThe Lieutenant reports to a Captain of the department and supervises Sergeants and other staff.

 

     Essential Functions:  
  • Each sworn officer at Pamunkey Regional Jail must maintain the ability to perform the essential job functions of a sworn law enforcement officer as described under the “Jail Officer” job description, regardless of their current assignment.
  • Supervises employees, performing related human resources functions and completing necessary paperwork.
  • Oversees the coordination of daily duties of all sworn officers / civilian personnel per under his/her command.
  • Participates in the division budget preparation.
  • Assumes command in emergency situations.
  • Acts as the liaison between appropriate officials and counterparts.
  • Investigate complaints or grievances from inmates or subordinates using the appropriate channels.
  • Ensures living conditions, cells, and housing units are clean and orderly.
  • Ensure the inmates receive the appropriate nutrition and hygiene.
  • Review and verify inmates have fulfilled their court ordered sentence prior to being released.
  • Ensure inmate behavior is within the facility policy and procedures.
  • Coordinates all necessary in-service and recertification training for all personnel.
  • Oversees the operation of a Jail Basic Training Academy for new employees.
  • Oversees inmate visitation as according to policy.
  • Supervises inmate programs to ensure the inmates have access to various programs.
  • Oversees inmate records and sentences are calculated and entered correctly.
  • Ensures inmates are properly classified and housed throughout the facility.
  • Ensures inmates are transported to their scheduled court date, medical appointments, etc.
  • Oversees authorized inmates to work out in the community and on the facility grounds.
  • Ensures all of the incoming mail is processed and delivered to the inmates on a daily basis.

Knowledge, Skills and Abilities : Unless stated otherwise, employees must have: Ability to calculate, prioritize and organize. Effective oral, written and verbal communication skills required. Ability to function under stress; Operates fire emergency equipment, such as breathing apparatus and fire extinguishers; Ability to restrain individuals. Education, Experience and Training: Must be 21 (twenty-one) years of age, High School diploma. College level course in corrections or criminal justice and a minimum of three years’ experience at the level of corrections sergeant, required. Any combination of education, experience and training to demonstrate the ability to perform the functions of the position may be acceptable.

Step Pay Plan:
The Pamunkey Regional Jail (PRJ) maintains a step play plan for sworn positions which provides internal parity by establishing a common set of salary ranges for each rank. Entry level rates, maximum rates and the systematic method for employees to move within the salary range are uniform and applied consistently for all employees governed by the plan. There are 10 pay grades each with a defined entry rate and maximum rate, and each pay grade has 25 steps. Usually new sworn employees start at Step 1, although accommodations can be made for currently certified sworn officers wishing to transition to PRJ. Typical advancement occurs annually in July based on established HR policies.
