Job Summary

Performs assessments of State Income and Personal Property taxes.  Assists taxpayers and the general public with questions/concerns regarding tax assessments.  Assists in the discovery of personal property.

Job Functions

  1. Research, analyze, compile and compare relevant data (reports, valuation guides, internet tools, etc) to ensure property assessment correctness
  2. Researches state and federal registration agencies (DMV, DGIF, FAA) to ascertain property and the owner thereof for local property assessment purposes
  3. Assesses/Determines value of property subject to taxation using criteria established by Code of Virginia
  4. Applies the tax rate as established by the governing body to generate tax due
  5. Performs internal and external discovery methods including field work and desk audits to ensure proper assessment of property
  6. Makes assessment determinations on non-formal appeals based on evidence
  7. Prepares supplemental assessments, exonerations, adjustments and refund requests
  8. Assists taxpayers and the general public with state income tax and personal property assessment questions and concerns
  9. Responds to taxpayers orally and in writing
  10. Researches/analyzes monthly/annual reports from DMV to verify accurate personal property assessment records
  11. Communicates directly with other state and local offices to ensure proper assessment of property
  12. Performs data entry, analyzes data, researches, organizes, compiles, calculates and compares relevant data
  13. Review, audit, prepare, process and file and process state income and state estimated income tax returns
  14. Collect state income and state estimated income tax due
  15. Process payment of tax collected through local Treasurer and/or Department of Taxation
  16. Assesses penalty and interest on state income tax
  17. Prepare and process adjustments of state income and estimated income tax due
  18. Organize, sort, compile and mail returns to Department of Taxation
  19. Generates daily, monthly and annual reports
  20. Reconciles/balances daily, monthly and annual reports
  21. Maintains confidentiality of taxpayer information
  22. Maintains a knowledge of county/state and office policies and procedures
  23. Maintains compliance with county and state tax codes
Non-essential Functions:

1.  Performs other related duties as required.
2. Participates in the University of Virginia's Weldon Cooper Center for Public Service and the School of Continuing & Professional Studies which includes further job-related training, classes, conferences, etc.

Qualifications

KNOWLEDGE, SKILLS AND ABILITIES: 

Ability to work methodically, accurately, and neatly; ability to operate modern office equipment, ability to perform basic math functions; knowledge of word-processing and spreadsheet software; good oral and written communication skills; ability to handle difficult customers; ability to work as a member of a team; ability to perform in a high-paced, multi-task environment; requires keyboard and calculator proficiency.

EDUCATION AND EXPERIENCE: 

Graduation from a high school or equivalent in a program that included or was supplemented by a business-oriented curriculum to include office practices and basic bookkeeping/accounting principles; considerable experience related to office work, public interaction, problem solving techniques, and customer service.

SPECIAL REQUIREMENTS

Must possess satisfactory results of a criminal history background and credit check.

Tasks involve the ability to exert very moderate physical effort in light work, typically involving some combination  of stooping, kneeling, crouching and crawling and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).  Must be able to operate office and computer equipment.  Must be able to endure extended periods of time at a keyboard or workstation.

COUNTY OF CULPEPER BENEFITS
 
There are a wide variety of benefits available to full time employees. These benefits include medical, dental, retirement, life insurance, optional life and disability insurance plans, flexible spending accounts, and a deferred compensation program.
 
RETIREMENT As a condition of full time employment, each individual is enrolled in a retirement plan with the Virginia Retirement System that provides a monthly benefit to all retirees for life.  VRS Plans 1 and 2 and the VRS Enhanced Hazardous Duty plans are defined benefit plans.  The VRS Hybrid plan consists of both a defined benefit plan and a defined contribution plan.

All individuals, as a condition of employment, are required to contribute 5% of their gross salary into their retirement account each month. 
 
LIFE INSURANCE The County of Culpeper provides a basic life insurance plan for all eligible employees. The coverage amount is an employee's annual salary, rounded up to the next highest thousand, then multiplied by 2. The County pays 100% of the cost of this benefit.
 
MEDICAL INSURANCE The County provides 2 medical plans that are offered through Anthem; HMO & HSA. Both provide various benefits to meet anyone's needs.

DENTAL INSURANCE The County offers three comprehensive dental plans for employees and their eligible dependents.
 
HOLIDAY/VACATION/SICK ACCRUALS The County offers 13 paid holidays per year. Vacation and sick accrual depend on the agency, office or department in which an individual is employed.
 
PAY FOR PERFORMANCE The County currently utilizes a merit pay system to determine employee salary increases. 
 
SHORT TERM DISABILITY The County offers basic income protection through Anthem in the event an employee is unable to perform the essential functions of his or her position. Employees are paid 60% of their gross salary up to 76 days after a 14 calendar day waiting period is met. There is a 7 day waiting period for employees who are covered under the VRS Hybrid plan.
 
LONG TERM DISABILITY The County also offers additional income protection that will continue beyond the short term disability period until an employee is able to return to work or reaches retirement age. Employees are paid 50% of their monthly salary.  This coverage is provided for a nominal cost to employees covered under VRS Plans 1 and 2 and the VRS Enhanced Hazardous Duty plan.  This coverage is provided at no cost to all employees covered under the VRS Hybrid plan.

FLEXIBLE SPENDING ACCOUNT The County offers a Flexible Spending Account (FSA) that allows employees to set aside up to $2,500 annually, on a pre-tax basis via payroll deductions, to pay for eligible medical, dental or vision expenses not covered by the benefit plans. This program is regulated by the IRS and runs concurrent with the benefit plan year. Open enrollment is held annually.
 
DEPENDENT CARE ASSISTANCE PROGRAM The County offers a Dependent Care Assistance Program that allows employees to set aside up to $5,000 annually, on a pre-tax basis via payroll deductions, to pay eligible dependent care expenses. This program is regulated by the IRS and runs concurrent with the benefit plan year. Open enrollment is held annually.
 
DEFERRED COMPENSATION The County offers a 457 through Nationwide as another alternative to set aside money for retirement. 
 
WELLNESS PROGRAMS All eligible employees and their dependents are able to receive a flu shot each year.  This program is free to employees, and offered at a nominal charge for spouses and dependents 18 and older.
