Position Overview

This position is responsible for providing leadership through policy level and strategic support for environmental programs across water, wastewater, and stormwater utilities as the department adopts an integrated approach to managing resources. 

This position provides leadership, advocacy and support and guidance to assigned and fellow divisional programs to ensure compliance with local, state and federal regulations.  Performs a combination of strategic and technical advocacy in the development and implementation of the department’s environmental programs.  Provides guidance and recommendations to the Utility Director and represents the City on related committees, associations, and projects.

 

Distinguishing Characteristics

Distinguish from Supervisor:  Has holistic strategic and tactical oversight of multiple programs or large elements of a program and greater decision-making authority and independence, whereas Supervisors manage discreet smaller elements, for a single division or program and have less decision-making authority.  Distinguish from Program Manager:  Manager is responsible for a program that typically requires more strategic work, multiple divisions, more managerial authority, larger budget authority, and requires greater/more complex specialized knowledge and/or certifications, whereas Program Manager is responsible for whole programs smaller in scope and/or complexity or a larger competent of a larger program and is less strategic.

Functions, Duties and Responsibilities

Duties and Responsibilities

The individual in this position is expected to engage in the following work-related activities.

  • Coordinate the development of an integrated One Water approach to managing water resources across water, wastewater, and stormwater utilities.  
  • Directly oversees water rights and supply related portions of the city’s Water Management and Conservation Plan (WMCP).  Includes long-range water supply planning, water rights management & acquisition, and drought resiliency planning efforts. 
  • Supports the integration of environmental and regulatory aspects of assigned programs objectives with department and city-wide goals.  Includes management and programmatic policy and strategic support of assigned programs based on program goals and applicable compliance requirements.
  • Serves as a key liaison with water, wastewater, and stormwater regulatory agencies not limited to Oregon Water Resource Department (OWRD), Oregon Department of Fish and Wildlife (ODFW), Department of Environmental Quality (DEQ), and Oregon Health Authority (OHA).
  • Recommends and implements the adoption of new technologies, processes and programs that improve the overall sustainability of the City’s water, wastewater, and stormwater utilities.
  • Works closely with key stakeholders to develop educational programs that elevate the collective understanding of water, wastewater, and stormwater in the community.
  • Assists with the preparation of position papers and complex written technical reports regarding water resource management, stormwater quality, and industrial pre-treatment programs.
  • Manages utility projects with multiple environmental objectives and considerations.  Includes development of policies covering grey water, water harvesting, groundwater protection, and resource recovery.
  • Manage utility projects directly related to the City’s Community Climate Action Plan (CCAP), Strategic Energy Management Plan (SEM) that increase the overall sustainability of the city’s three utilities.
  • Recommends the City's position on proposed legislation, regulations, and rules affecting water resources, wastewater, and stormwater utilities.
  • Complies with safety requirements of the position and actively promotes safe work practices.
  • In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities and infrastructure.
  • Other related duties as assigned.

This position is a management position, which encompasses supervisory responsibility, including the following tasks. 

  • Directly manage all team members, including training, assigning and directing work, evaluating performance, disciplining as necessary, and addressing employee concerns and grievances.
  • Provide team members with regular feedback on performance, including frequent informal feedback, annual performance reviews, assisting with professional development, and making recommendations for employee separations, promotions or special assignments.

The individual in this position is expected to possess and exhibit the following knowledge, skills, and abilities.

  • Maintains working knowledge of and is able to provide in-depth technical interpretation of regulatory documents, such as, Federal, State and local environmental laws, rules and regulations including the Safe Drinking Water Act (SWDA) and the Clean Water Act (CWA), the Code of Federal Regulations (CFR) Title 40, and applicable Oregon Administrative Rules (OARs).
  • Ability and knowledge to effectively manage, lead, mentor, train, evaluate staff; ability to identify conflicts, and resolve difficult employee and operational situations.
  • Maintains working knowledge of environmental laboratory, water reclamation, wastewater collection, potable water treatment and distribution, and stormwater operations and systems.

Education, Experience, Certifications and/or Licenses

The following are the minimum qualifications for this position.

  • Bachelor’s degree (B.A./B.S.) from a four-year college or university or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description. 
  • 6 to 8 years’ experience in a similar position and/or performing similar tasks with 2 to 3 years of people management experience.
  • Current and valid Driver's license per City policies outlined in the Employee Handbook.

Group Long-term Disability Insurance: Benefit-eligible employees working at least 20 hours per week are eligible for a a benefit of up to 66.67% of employee’s covered earnings to a maximum of $9,000 per month.

Voluntary Life and AD&D: Active, full time employees of the City of Bend regularly working a minimum of 20 hours per week are elgibile for additional voluntary coverage for the employee, spouse/domestic partner and dependent children.
