Purpose of Division:

The National Initiatives Division is responsible for developing, testing, and managing innovative national programs and services designed in support of the approximately 250 NeighborWorks Organizations with the overall objective of sustaining a network of excellence that creates opportunities for people to live in affordable homes, improve their lives and strengthen their communities. In addition, the division oversees grant opportunities for and beyond the NeighborWorks network, including other nonprofit and governmental agencies throughout the country. The major programmatic areas of focus within National Initiatives include real estate development and asset management, homeownership programs, financial capability and lending, and community initiatives. The duties of this position are performed under the direct supervision of the Senior Vice President of National Initiatives.

Position Summary:

The Vice President, National Homeownership Programs and Lending, leads NeighborWorks’ national efforts to support financial stability and wealth building by providing thought leadership, strategic planning, and program planning and development, including management of staff and budgeting oversight. The Vice President leads a team of diverse staff based across the U.S. and guides their work to identify, evaluate, refine, and disseminate programs strategies and innovations as well as the creation of tools that will support the NeighborWorks Network.

Preference is for Washington, DC; consideration will be given for NeighborWorks regional office locations (Atlanta, Boston, New York, Kansas City, Denver or remote status.

Essential Duties/Responsibilities:

  • Direct and develop innovative and equitable programs and policies in support of effective homeownership promotion, financial capability and lending to sustain high quality standards and programmatic excellence and address racial inequalities t NeighborWorks America, in the NeighborWorks network and in the community development field.
  • Provide leadership and vision to the development of programs and strategies that reduce the racial wealth gap and address systemic inequalities for low to moderate income individuals to access sustainable homeownership.
  • Provide management and oversight of programs and special projects related to innovations in homeownership, financial capability and lending and the development of key performance indicators in homeownership services business lines.
  • Directly supervise and motivate a large, diverse team of staff based around the U.S., fostering a culture of equity and inclusion.
  • Provide direction to department data analysis team in support of data-driven decision making and a culture of inquiry.
  • Provide oversight in administration and oversight of homeownership related grants to Network members, including the HUD Housing Counseling program, Wells Fargo LIFT partnership and others, including timely completion of deliverables, effective stewardship and relationship management.
  • Deliver frequent presentations and analytical writing for internal and external audiences on programmatic and policy topics. Make recommendations, including grant recommendations to officers and senior management on homeownership programs and lending priorities and initiatives.
  • Facilitate network advisory committee(s) and convenings to support peer learning around innovations in financial capability, housing programs and policy, mortgage finance and homeownership strategies and lending.
  • Develop and maintain relationships with institutions, industry groups, other intermediaries, Government Sponsored Enterprises (GSE), governments and leading practitioners to develop best practices and innovations.
  • Assist the Resource Development and Public Relations Divisions in developing and implementing resource and communication strategies for programmatic areas within the department.
  • Develop and oversee department budget, funding contracts, procurement, and professional service contracting.
  • As requested, participate in meetings with the Office of Management and Budget (OMB), Congress, Members of NeighborWorks America Board of Directors and their staff, and key stakeholders as the point person on National Homeownership Programs and Lending for the corporation.
  • Collaborate across departments within National Initiatives as well as with Field, Organizational Assessment and NeighborWorks Services Divisions to improve information sharing and efficient, responsive service delivery to the network.
  • Provide leadership on corporate projects, events and committees and assist the SVP National Initiatives with implementation of special projects as requested.

 

Nature of Work Contacts:
The Vice President will interact with a diverse group of internal staff, NeighborWorks network members, program grantees, government agency staff, consultants, external partners, funders, and other stakeholders from within and outside NeighborWorks America


Fiscal Responsibilities:
The Vice President will be responsible for managing departmental budgets, including oversight of federal and nonfederal funding contracts, grant disbursement processes and professional service contract management.

 

Position Requirements

Required Minimum Qualifications:

(a) Education: Bachelor’s degree in business or public affairs, planning, public policy and/or any equivalent subject area. Relevant experience may be considered in lieu of a degree.

(b) Experience: At least ten (10) years of professional experience in nonprofit management, including implementing large scale programs and initiatives, providing technical assistance, facilitating peer learning, working with consultants and subject matter experts, administering and awarding grants, communicating and presenting program and policy information and managing a diverse team of staff.

(c) Licenses, Certifications: None specified.


(d) Competencies, Knowledge, Skills & Abilities:

  • Considerable knowledge of home ownership business development, including counseling and financial capability, single family mortgage finance and lending.
  • Experience managing a diverse team of staff, including remote workers.
  • Demonstrated experience managing multiple complex and large-scale programs in a fast paced team environment paired with the ability to meet critical deadlines. This includes managing budgets, timelines and coordinating with a diverse group that will include but not be limited to staff, consultants, and advisors from within and outside the NeighborWorks network.
  • Strong analytical skills and business problem solving skills needed to initiate and prepare studies, surveys, and reports, as well as recommend/implement system solutions.
  • Significant exposure to and understanding of community based non-profits.
  • Excellent interpersonal skills and verbal & written communication skills.
  • Accomplishments that reflect teamwork, integrity, effectiveness and efficiency — including demonstrated leadership, ability to influence and bring about consensus, and to work independently.
  • Strong interpersonal skills with a demonstrated ability to establish and maintain effective working relationship with others and successfully interact with people at all management and support levels, as well as people of diverse socio-economic backgrounds.
  • Ability to develop high-level professional relationships, coordinating with national and local partners, and fundraising.

Preferred Qualifications:
Graduate degree in business or public affairs, planning/public policy or other related fields.
