Welcome New Leaders to the FHLBank Chicago Community Investment Advisory Council

We would like to welcome the following returning and newly appointed leaders to our Community Investment Advisory Council.  The Advisory Council, comprised of affordable housing and/or community lending leaders residing in Illinois or Wisconsin, meets quarterly with staff and representatives of FHLBank Chicago’s Board of Directors to advise on ways in which FHLBank Chicago can better carry out its housing finance and community lending missions. Advisory Council members are appointed by the FHLBank Chicago’s Board of Directors to serve 3-year terms. 

 

Kristin Faust (Re-appointment)

Executive Director, Illinois Housing Development Authority

In 2019, Kristin Faust was appointed Executive Director of the Illinois Housing Development Authority (IHDA), bringing more than 30 years of affordable housing industry experience. Ms. Faust provides leadership in state housing policy to advance IHDA's mission of financing the creation and preservation of affordable housing throughout Illinois. Prior to joining IHDA, Ms. Faust served as President of Neighborhood Housing Services of Chicago (NHS), a community development organization committed to helping homeowners and strengthening neighborhoods.

 

Jackie Newman (Re-appointment)

Executive Director, Springfield Housing Authority

Jackie Newman has served as the Executive Director of the Springfield Housing Authority (SHA) for the past 17 years. Under her direction, SHA has developed over 140 units of affordable housing using low-income tax credits, as well as HUD's Rental Assistance Demonstration (RAD) program. The SHA manages nearly 800 units of Public Housing and administers approximately 2,400 Housing Choice Vouchers. Ms. Newman has also served as the Board President for the Illinois chapter of the National Association of Housing and Redevelopment Officials (NAHRO) for the past seven (7) years.

 

David Doig

President, Chicago Neighborhood Initiatives

As President of Chicago Neighborhood Initiatives, Mr. Doig has closed $55M in New Markets Tax Credits to support community facilities, coordinated the investment of nearly $200M in public and private funds in Chicago’s low-income neighborhoods, and has raised more than $900,000 in microlending capital. Mr. Doig helped lead an organizing effort to have Pullman declared a National Monument.

 

Beth Haskovec

Director of the Office of Rural Prosperity, Wisconsin Economic Development Corporation

As the Director of the Office of Rural Prosperity since 2020, Ms. Haskovec is responsible for overseeing initiatives and inter-agency collaborations to advance rural prosperity throughout the state of Wisconsin. This includes sharing success stories and best practices relating to rural housing. Prior to joining WEDC, Beth was a Program Officer at LISC, one of the country’s largest CDFIs. On the Rural LISC team, she worked to catalyze economic security in rural communities across the US, Puerto Rico, and the Virgin Islands by building pathways for access to capital.

 

Elmer Moore

Executive Director, Wisconsin Housing and Economic Development Authority

Elmer Moore was appointed as the Executive Director of the Wisconsin Housing and Economic Development Authority (WHEDA) in April 2022. WHEDA has a primary mission to stimulate the state’s economy and improve the quality of life for Wisconsin residents by providing affordable housing and business financing products. Prior to joining WHEDA, Mr. Moore was the Executive Director of Scale Up Milwaukee for the Greater Milwaukee Committee where he created public-private partnerships that resulted in over 1,400 jobs created for more than 200 Wisconsin organizations and secured more than $60M in new capital investments.

 

Idowu Odedosu

Executive Director, Stevens Point Housing Authority

Ms. Odedosu is the Executive Director of the Stevens Point Housing Authority (SPHA). SPHA operates and manages 247 units of public housing. Ms. Odedosu is also a member of the Housing Task Force for the City of Stevens Point. Prior to SPHA, Ms. Odedosu worked for the New York City Housing Authority’s Office of Resident Economic Empowerment and Sustainability.
