At the Global Evaluation Initiative (GEI), we believe that gender equality is a fundamental human right and a critical priority for the monitoring and evaluation (M&E) community. Significant research supports the need to integrate gender considerations into policy development and policy evaluation. The COVID-19 pandemic - and other global conflicts and crises - continue to expose and exacerbate gender inequalities around the world. Consequently, it is especially important that we keep gender at the forefront of our work now.

GEI was formed to support governments and public institutions in building stronger M&E systems. GEI’s activities aim to foster a culture where M&E is valued, used globally, and where governments and other stakeholders seek evidence to inform their decisions. Robust, effective M&E systems enable stronger governance and informed policy-making. Including a gender lens in monitoring, evaluation, and evidence use enhances the gender-responsiveness of public policies and decisions – and ensures that no one is left behind.
 

GEI Network Partners have been working on gender-related topics for many years. In this issue, they share just a few examples of their work. You can also learn a bit about a new project we are starting at GEI, with generous funding by Global Affairs Canada, to mainstream gender transformative approaches across our Partner Network.

GEI Launches New Project with Global Affairs Canada to Mainstream Gender-Transformative Approaches Across Partner Network


GEI believes that evidence and data are crucial for helping governments make important decisions on a range of issues. By including a gender-transformative lens into these decisions, governments are able to enhance the gender-responsiveness of their public policies and decisions – making sure their actions don’t leave anyone behind.

gLOCAL Opens Call For Proposals


GEI's main knowledge-sharing event is just around the corner! Become part of a global movement that promotes the power of evidence to improve people’s lives. gLOCAL is a unique opportunity to meet fellow participants from every part of the world. This year's theme is ​“The Future of M&E: Culture, Context, and Collaboration." Organize or participate in events from May 29th to June 2nd. Events will take place online and in person. The deadline for submission of proposals is March 31st.

ENAP and UN Women Host Event on Gender Sensitive Evaluations at gLOCAL 2021


Every year, there are several interesting events related to gender that take place during gLOCAL. If you are in need of inspiration for your event proposal, watch the online panel discussion on “Gender Sensitive Evaluations” hosted by GEI Partners, ENAP and UN Women, in Côte d'Ivoire during gLOCAL Evaluation Week 2021 (event conducted in French).

NEWS FROM THE NETWORK

GEI Associate Partners Pilot Enhanced Gender and Human Rights Lens as Part of INCE 


GEI Associate Partners - UN Women, World Food Programme, and the German Institute for Development Evaluation (DEval) - supported the piloting of an enhanced gender and human rights lens as part of the National Evaluation Capacity Index (INCE). The effort was part of the second country-led INCE diagnostic in Mexico and was implemented in collaboration with the National Council for the Evaluation of Social Development Policy (CONEVAL).

ENAP’s PIFED Training Helps Women Evaluators from Côte d'Ivoire Improve Lives and Grow Professionally


In 2022, six women from EVALWOMEN, a professional women's M&E network in Côte d'Ivoire, received scholarships to attend the PIFED program, which is delivered by ENAP, a GEI Implementing Partner. Today, these women are working to improve the lives of citizens in Côte d'Ivoire and to bring about positive changes in their communities and professional environments.

IPDET Offers Workshop on Gender Responsive Evaluation 


As part of its annual in-person evaluation training program, over the past few years, IPDET (a GEI Implementing Partner) has offered a workshop on “Gender-Responsive Evaluation: Enhancing Empowerment and Sustainable Development” conducted by Dr. Marianne Meier, from the University of Bern. High student enrollment rates have indicated an interest in this important topic.

CLEAR-SA Develops Curriculum on Measuring Gender Outcomes


In response to increased interest in designing and evaluating programs that focus on gender outcomes CLEAR-SA (a GEI Implementing Partner) in collaboration with the Abdul Latif Jameel Poverty Action Lab for South Asia, developed a curriculum to provide rigorous training on the measurement of gender outcomes, such as gender norms, agency, attitudes, empowerment, and behaviors, for impact evaluations.

Infographic: Mainstreaming a Gender Perspective in Evaluation


This infographic (in French) was created by GEI Implementing Partner, ENAP, and shared with members of its community of practice (CoPPIFED) as a means to raise awareness about different ways to address gender when implementing evaluations. It was part of the “Gender and Evaluation Resource Kit” through which ENAP shared resources and promoted discussions with alumni from its Programme de formation en évaluation du développement (PIFED), about the role of evaluation in achieving gender equality. Specifically, this infographic shows different entry points to include a gender perspective in evaluation.
