Replaces everything after the enacting clause. Creates the Illinois Future of Work Act. Creates the Illinois Future of Work Task Force. Provides for the duties and responsibilities of the Task Force. Provides for the membership and meetings of the Task Force. Provides that members of the Task Force shall serve without compensation. Provides that the Department of Commerce and Economic Opportunity shall provide administrative support to the Task Force. Requires the Task Force to submit a final report to the Governor and the General Assembly no later than November 1, 2021. Dissolves the Task Force upon the filing of its report. Repeals the Act on January 1, 2023. Amends the Secretary of State Act. Modifies provisions concerning emergency powers to further allow the Secretary of State to adopt emergency rules concerning the expiration dates of driver's licenses, driving permits, monitoring device driving permits, restricted driving permits, identification cards, disabled parking placards and decals, and vehicle registrations. Removes provisions requiring the Governor to issue a statewide disaster proclamation in order for the Secretary of State to exercise specified powers. Repeals provisions on January 1, 2022. Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Makes changes concerning financial support to units of local government under the Local Coronavirus Urgent Remediation Emergency (or Local CURE) Support Program. Provides for the reenactment of a Section creating the Restore Illinois Collaborative Commission. Extends the repeal date from December 31, 2020 to January 1, 2023. Amends the General Assembly Organization Act. Provides that in times of pestilence or an emergency resulting from the effects of enemy attack or threatened enemy attack, members may participate remotely and cast votes in sessions, by joint proclamation of the Speaker of the House of Representatives and the President of the Senate, and committees of either the House of Representatives or Senate may participate remotely pursuant to the rules of the chamber. Provides that the House of Representatives and the Senate shall adopt rules for remote participation. Amends the Legislative Commission Reorganization Act of 1984. Provides that in times of pestilence or an emergency resulting from the effects of enemy attack or threatened enemy attack, by agreement of the co-chairs of the respective Board, members of a Board may participate remotely and cast votes in a hearing. Requires each Board to adopt rules for remote participation. Amends the Property Tax Code. In provisions concerning the homestead exemption for persons with disabilities, the homestead exemption for veterans with disabilities, and the senior citizens assessment freeze homestead exemption, provides that those exemptions may be granted without application for the 2021 taxable year if the property qualified for the exemption in the 2019 taxable year, subject to certain limitations related to the COVID-19 pandemic. Amends the Illinois Library System Act. Increases the maximum per capita amount for State Librarian grants to public libraries from $1.25 per capita to $1.475 per capita. Increases State Librarian grants to school libraries from $0.75 per student to $0.885 per student and provides that the State Librarian shall endeavor to provide each school district that has a qualifying school library a total grant of at least $850 (rather than $750). Amends the Firearm Owners Identification Card Act. Provides that upon a disaster declaration or other specified circumstances, the Illinois State Police may by rule or emergency rulemaking extend the expiration dates of Firearm Owner's Identification Cards. Makes other changes concerning the validity of Firearm Owner's Identification Cards. Amends the Firearm Concealed Carry Act. Provides that upon a disaster declaration or other specified circumstances, the Illinois State Police may by rule or emergency rulemaking extend the expiration dates of concealed carry licenses. Amends the Open Space Lands Acquisition and Development Act. Provides that for any grant made to a unit of local government, a minimum of 50% of the grant must be paid to the unit of local government at the time of the award of the grant. Allows a unit of local government to opt out of the advanced payment option at the time of the award of the grant. Provides that the Department of Natural Resources shall consider an applicant's request for an extension to a grant if (i) the advanced payment is expended or legally obligated within the 2 years as required by the Illinois Grant Funds Recovery Act or (ii) no advanced payment was made. Amends the Child Labor Law to provide that a person authorized to issue employment certificates to minors may determine that a minor may utilize a remote application process. Provides that a minor shall be accompanied by his or her parent, guardian, or custodian, whether applying in person or remotely. Removes certain provisions allowing the City or County Superintendent of Schools to waive the in-person application requirement if a minor resides in another state. Amends the Illinois Administrative Procedure Act to provide for emergency rulemaking. Creates the Landscape Architecture Registration Act. Provides that no person shall use the title "registered landscape architect" or "landscape architect" without being registered by the Department of Financial and Professional Regulation. Creates the Registered Landscape Architecture Registration Board. Provides for the membership, meetings, and powers of the Board. Provides that the Department may seek the expert advice and knowledge of the Board on any matter relating to the enforcement of the Act, including qualifications of applicants for registration. Provides that the Department may issue certificates of registration to those who meet the requirements of the Act. Provides that the Department may authorize examinations to ascertain the fitness and qualifications of applicants for registration. Provides that the Department may conduct investigations and hearings to refuse to issue, renew, or restore registrations, revoke, suspend, place on probation, or reprimand persons registered under provisions of the Act. Provides that the Department may take disciplinary action with regard to any certificate of registration issued under the Act. Makes corresponding changes in the Park District Code, the Chicago Park District Act, the Professional Geologist Licensing Act, and the Unified Code of Corrections. Amends the Regulatory Sunset Act to repeal the Landscape Architecture Registration Act on January 1, 2031. Amends the Illinois Public Aid Code. Provides that a hospital that would have qualified for the rate year beginning October 1, 2011 or October 1, 2012 shall be a Safety-Net Hospital. Makes conforming changes. Effective immediately.

Senate Floor Amendment No. 3
Makes changes concerning the membership and reporting requirements of the Illinois Future of Work Task Force. Provides for the repeal of emergency rulemaking provisions concerning the Firearm Owners Identification Card Act and Firearm Concealed Carry Act. Modifies provisions concerning the contents of Firearm Owner's Identification Cards and the extension of the validity thereof. Removes a provision allowing the Internet-based system developed by the State Police to be used by federal firearm license dealers and others for the purposes of determining the validity of a Firearm Owner's Identification Card for ammunition transfers and sales.

Senate Floor Amendment No. 4
Modifies provisions of the General Assembly Organization Act and the Legislative Commission Reorganization Act of 1984. Provides that in cases of pestilence or public danger, such that in-person participation poses a significant risk to the health or safety of members, staff, or the public-at-large, members of the General Assembly and Board members may participate remotely and cast votes. Removes provisions amending a Section of the Illinois Public Aid Code.

Senate Floor Amendment No. 5
Removes a provision allowing the Illinois State Police to by rule or emergency rulemaking extend the expiration dates of Firearm Owner's Identification Cards and concealed carry licenses if the Illinois State Police are unable to approve or deny renewal applications within 60 days after specified time-lines.
