Project Details Hillsborough County is seeking creative and competitive proposals from experienced and qualified master developers with a proven track record of delivering successful mixed development urban projects. The County is open and flexible to a variety of development options and ownerships. The County’s intent is to enter into a Master Developer Agreement, which will result in a viable, marketable redevelopment plan that best meets the County’s vision and the community’s needs and provides the most favorable development option(s) for the County.
