AND I QUOTE THAT'S WHAT THIS IS ABOUT GIVING TEACHERS THE LATITUDE TO TEACH TEACHERS TO ACT IN LOCO APPRENTICE TEACHERS THE LATITUDE TO THINK WE REQUIRE BACHELOR'S DEGREES. NEW PARADIGM IN THE WAY EDUCATION IS ADMINISTERED IN OUR STATE. DECISION MAKING ABOUT WHAT HAPPENS IN LOCAL SCHOOLS AS BEING TAKEN OUT OF THE BOARDS OUT OF THE HANDS OF THE LOCAL ELECTED BOARDS OF EDUCATION AND COUNTY COUNCILS. THE BLUEPRINT IS PUTTING THE ENTIRE BUDGET UNDER THE DISCRETION OF THE STATE ACCOUNTABILITY AND IMPLEMENTATION BOARD, MADE UP OF APPOINTED MEMBERS WHO WILL ARBITRATE LOCAL EDUCATION BUDGETS AND FORCE. BOTH COUNTY COUNCILS AND BOARDS HAVE HAD TO FUND ANY PROGRAMS DEMANDED BY THE STATE SCHOOL ADMINISTRATION.

THE BLUEPRINT IS ONE MANDATE AFTER ANOTHER. COULD THIS BE THE REASON WHY SCHOOL SYSTEMS ACROSS OUR STATE OR SUDDENLY STREAMLINING POLICIES? AND PUTTING THE POLICY POINTS INTO ADMINISTRATIVE REGULATIONS. AND ADMINISTRATIVE REGULATION IS NOT VOTED ON BY THE BOARD. WHILE POLICIES ARE ADOPTED BY THE BOARD. REGULATION IS A GUIDANCE OR PROCEDURE ISSUED BY THE SUPERINTENDENT REGARDING THE IMPLEMENTATION OF BOARD POLICIES , OMAR AND LAWS RELATING TO THE OPERATION OF THE SCHOOLS. ADMINISTRATIVE REGULATIONS DO NOT REQUIRE BOARD APPROVAL OR ADOPTION. WHAT DOES THIS MEAN THAT THE BODY ELECTED TO RUN THE SCHOOLS IS CUT OUT OF THE PROCESS. THEREFORE THE PUBLIC THE TAXPAYERS ARE ALSO CUT OUT OF THE PROCESS. SO MANY QUESTIONS REMAIN TO BE ANSWERED AS TO WHY THE SUDDEN MOVE TO CHANGE POLICIES TO ADMINISTRATIVE REGULATIONS. WHO IS PROMOTING THIS? WHY IS THIS REQUIRED BY THE STATE? WHOSE POWER DOES THIS? PROTECT? WHAT WILL BE THE RECOURSE OF THE PUBLIC AND PARENTS TO FIGHT REGULATIONS CREATED BY THE SCHOOLS. WE MUST KNOW THE RULES OF THE BATTLE. IT SEEMS THAT THE FEDERAL AND STATE GOVERNMENT SEEING THE RISE OF THE PARENTAL RIGHTS MOVEMENT, IS TRYING TO NEUTRALIZE US. GET USED TO OUR CONTINUED PRESENCE HERE AS WE FIGHT BACK AGAINST THE BEATINGS , WHICH OF EDUCATION AND PROFICIENCY AND ACADEMIC SKILLS TO AN EXTREMIST AGENDA GEARED TOWARD A DIVISIVE POLITICAL INDOCTRINATION. PRIOR TO THAT HARFORD COUNTY PUBLIC SCHOOLS REQUIRED 21 CREDITS FOR A HIGH SCHOOL DIPLOMA. AND THIS MATCH THE STANDARD THAT THE STATE OF MARYLAND HAD HCPS INITIATED CSS RP THE SECONDARY SCHOOL REFORM AT THAT TIME AND INCREASE THE LOCAL GRADUATION REQUIREMENTS TO 26 TOTAL CREDITS. THE STATE OF MARYLAND REMAINED AT 21. UNTIL JUST LAST YEAR, WHEN IT ACTUALLY RAISED IT TO 22, ADDING 1/4 MATH CREDIT THAT WE'VE HAD SINCE 2005. JUST TO LOOK BACK INTO C S S R P THIS PROGRAM WAS VERY IMPORTANT TO OUR WORK IN 2005 AND MANY OF THE INITIATIVES THAT WE PUT IN PLACE REMAINED. ADDITIONALLY WE BROUGHT OUR FIRST MAGNET PROGRAMMED ABERDEEN HIGH SCHOOL THE S M A THAT YEAR. WE ALSO CREATED A COURSE CALLED LIVING IN THE CONTEMPORARY WORLD THAT WE OFFERED ALL FRESHMEN, WHICH WE NO LONGER DO. YOUR CONTRIBUTIONS AND LEADERSHIP WILL BE MISSED. THANK YOU. SONIA. THERE WAS EVER AN ARGUMENT FOR BOARD MEMBER FOR LIFE. A BOARD MEMBER EMERITUS. YOU WOULD HAVE TO BE ON THE TOP OF THAT LIST. THE EXPERIENCE YOU BROUGHT TO THIS BOARD WAS UNSURPASSED BY ANY AND THAT WOULD PROBABLY HOLD TRUE FOR ANY SCHOOL BOARD THROUGHOUT THE STATE. STARTING WITH A BUSINESS BACKGROUND EARLY IN YEAR PROFESSIONAL CAREER. GET INTO THE CLASSROOM, THEN TO CENTRAL OFFICE, AND FINALLY SENIOR LEVEL ADMINISTRATION WITH BALTIMORE COUNTY. NOT TO MENTION HAVING FIRST CHILDREN AND OUR GRANDCHILDREN, HARFORD COUNTY PUBLIC SCHOOLS. WHAT ADDITIONAL QUALIFICATIONS GO AND HAVE OUR BEING A PERFECT SCHOOL BOARD MEMBER. YOU HAVE ALWAYS ACTED WITH THE BEST INTERESTS OF STUDENTS IN MIND. THAT WAS ALWAYS YOUR NUMBER ONE PRIORITY.

WHEN MY DEAR FRIEND AND MENTOR FOR THIS BOARD, KATHY CARMELA PASSED AWAY IN DECEMBER 2018. I WAS STILL A NOVICE ON THIS BOARD , AND I DIDN'T KNOW WHO I CAN TURN TO FOR GUIDANCE. LONG BEHOLD, YOU STEP TO THE PLATE OF SOMEWHERE. I CAN DISCUSS VARIOUS ISSUES WITH TO SEEK GUIDANCE FROM TO LEARN FROM YOU MADE ME A BETTER BOARD MEMBER. AND THAT WAS JUST ENOUGH TO PUSH MY MOM BUTTON. UM AND I DECIDED ONE DAY THAT I WAS GOING TO RUN FOR THE BOARD OF BED AT THE ENCOURAGEMENT OF ONE OF MY NOT SO SILENT PARTNERS. AND MY HUSBAND IN HIS EVER CALM WAY SAID CHEAPER FOR YOU TO GO DO THAT AND JUST FOR YOU TO GO SHOPPING THIS WEEKEND WHILE YOU GET THAT TOGETHER, SO GO FOR IT, HONEY. AND HERE WE ARE EIGHT YEARS LATER. WHAT WE HAVE ACCOMPLISHED IN THE EIGHT YEARS ON THE TWO BOARDS THAT I HAVE BEEN ON CAUGHT UP TEACHERS ON STEPS AND CALORIES. WE'VE GOTTEN THEM COST OF LIVING INCREASES THAT THEY HADN'T SEEN. ALL THE KIDS HAVE COMPUTERS NOW, BELIEVE IT OR NOT, WHEN I STARTED, THEY DID NOT. AND IT WASN'T EVEN REALLY CONSIDERED MOST OF THE TIME. UM, WE'VE SURVIVED A PANDEMIC. FOR THE MOST PART IN
