Greetings neighbors!

We appreciated the owners and architects for the Galbraith School property joining us for our January SWNA membership meeting to fill us in on their plans for the property.

This project will be going before Planning Commission this Thursday, February 9th. If you would like to attend the meeting to have an opportunity for public comment, the meeting is held in the City County Building in the Large Assembly Room and starts at 1:30 p.m. Depending on final postponements and consent list, it looks like there are 6 cases on the agenda before this case - one or two that may be controversial.

Scroll to page 8 to see the plan for the property (and, be able to see the details in the smaller font-size we weren’t able to read in the presentation at the meeting).

Heyoh Design are the architects on this project and they have setup an email you can use if you have any questions/comments/concerns about the project. Feel free to send email to galbraithsc...@gmail.com.

If this item is approved by Planning, it will be forwarded to Knoxville City Council for action on 3/7/2023 - where you will have another opportunity for public comment.

That’s going to be putting a lot of traffic on Galbraith School Road.

Greetings Carol Ann!

I *believe* the general consensus is no problem with the plan for 75 apartments BUT there are concerns with regards to the traffic! Not only does it put much traffic on Galbraith School, the exit from Galbraith to Woodlawn is horrid!! Especially at time when school is letting out.

I asked the planner on staff about the requirement for a traffic study, and learned that the estimated number of trips per day - 737 - is below the 750 trips per day threshold that triggers an automatic traffic study.

Since this is a development plan and not a rezoning, the Planning Commission could set a condition for approval that the developer submit a traffic study. I will be sending a public comment to commissioners - and attend the meeting - to request this be done.

I do have an issue and am not looking forward to having that many people not even 1 block from me.

Yes traffic is awful at times getting onto to Woodlawn from Galbraith School Road, so I can only imagine 80 more cars trying to as well.

Who would decide if is a zoning issue?

Do you now what kind of housing this will be?

To answer a couple of your questions:

Who would decide if its a zoning issue? They are not asking for a rezoning of the property - this is a planned development request. Kind of a special case development that requires approval from Planning Commission and City Council.

The housing will be market rate apartments.

For those interested in attending this meeting to have an opportunity for public input, I just looked at the Planning Commission agenda for tomorrow and all the cases before the Galbraith School property are either on consent, postponed, or withdrawn.

Therefore, it appears this will be the first case heard tomorrow. The meeting starts at 1:30 - City/County Building large assembly room.

Hi all,  I welcome the new housing in our neighborhood and if traffic issues come up, we have a traffic calming committee with ways to help streets get together with issues, if needs arise. I think this will be a great addition to our neighborhood and welcome them with open arms. Please let our voices be heard at this meeting as I will try to be in attendance. But we should as a neighborhood association welcome more housing as it is needed in our Great City. The SWNA should be an Advocate for the new development.  How awsome is South Knoxville as we all grow together.!!!

Since I and my sons attended Galbraith, it breaks my heart to see it sit empty.  It should pay a useful role in the neighborhood.

The traffic getting off Galbraith School Road is already bad, let alone adding that many more cars daily. Yes, something will have to be done, and I’m amazed something hasn’t already been done for that busy intersection.

Of note: these are my comments as a citizen in the community, NOT on behalf of SWNA or SWNA board - which would have required a vote of the members.
