Project Status

The project is currently in the PA&ED (Project Approval and Environmental Document) Phase of the Caltrans Process.  Typically, a project completes that phase before the R/W (Right-of-Way) and PS&E (Plans, Specifications and Estimate) Phases.  The project was delayed in the PA&ED phase on Cultural Resources Technical Study effort because it is a Nationally Registered Historic Site and required more oversight, additional Tribal Coordination to ensure appropriate preservation and mitigation measures to be implemented.  This included thorough Tribal Consultations and non-intrusive and extensive field exploration in order to preserve the resource to the fullest extent feasible and reduce potential impacts as much as practicable.  Caltrans is supportive of starting the R/W and PS&E phases while the project completes the PA&ED, given the recent progress on Cultural Resources and upcoming funding obligations that require Construction to begin in June 2024.  The project is commencing updated outreach efforts in May to get current feedback from the stakeholders and general public.  Previous outreach efforts were completed but we’re refreshing the outreach, given the recent progress and plan to begin the next phases of the process. 

The two SR 41 (Atascadero Road) & SR 1 northbound ramps and the SR 41 and Main Street intersections are approximately 75 feet apart. Due to the close intersection spacing and the existing stop control, the two intersections essentially operate as one intersection with five approaches and exits. Because of this, the two intersections experience the highest number of collisions annually within the City. These intersections are the gateway to Morro Bay and Highway 1 from the east and safety is a top priority.

Once a preferred alternative is selected with consideration from the public outreach efforts and the approval of City Council, the final design engineering phase will commence. 

Upcoming Public Events

In-person outreach events will include a Community Workshop, as well as multiple online opportunities to learn more about the Project, provide feedback and review recommendations.

Community Workshop

This workshop will introduce the alternatives and collect feedback from the public on challenges, concerning issues, and needs related to the intersections within the study area. It will provide background, objectives, and an overview of existing conditions analysis as well as future predicted analysis.

Public Works Advisory Board Meeting

This meeting will introduce the alternatives to the PWAB and collect feedback on each.

This meeting will present the project progress to City Council and request authorization to proceed with the Design Engineering phase of the selected alternative.
