In the 1990 legislative session, the Kentucky General Assembly passed HB 940, which is best known as the Kentucky Education Reform Act (KERA). One change that came along with KERA was the addition of site-based decision making councils.

Membership of each council includes parents, teachers, and an administrator of the school with at least one minority member. School councils promote shared leadership among those who are closest to the students. School councils have the responsibility to set school policy and make decisions outlined in statute, which should provide an environment to enhance student achievement.

Lakeisha Bell - Ms. Bell served on SBDM for the 19-20 school year. Her son, Kane, will be a 5th grader for the 20-21 school year and her daughter, Jordan, attended Southern Elementary and now attends Southern Middle School. Ms. Bell has been actively involved in Southern's PTA for many years. Ms. Bell is also a minority candidate for SBDM.

Chris Teesdale - Mr. Teesdale served on SBDM for two consecutive years (17-18 and 18-19). Mr. Teesdale has two children (Poppy in 1st, Ellis in 4th, and Lorelei who is now at Southern Middle a school. Mr. Teesdale has been an active participant with Southern's PTA and for many years as well as our performing arts.

Steve Waters - Mr. Waters will be a first term SBDM council member for the 20-21 school year. He has supported Southern for many years including active involvement in PTA as well as classroom and family events. Mr. Waters has a son, Cameron, who will be in 4th grade this year and a son, Alex, that just completed 5th grade at Southern Elementary. His oldest son, Ethan, attended Southern and it now at Southern Middle School.
