The DLCC’s Path to the Majority is a bold, evidence-based strategy focused on achieving Democratic power in America’s state legislatures. By 2030, the DLCC’s mission is to secure 50 state legislative majorities and reshape the trajectory of progress in this country.
Over the past decade, we have made tremendous strides toward this goal, gaining a dozen new majorities for Democrats and bringing an unprecedented level of resources and attention to our ballot level. Following our most recent flip of the Virginia House of Delegates in 2023, Democrats now hold 41 state legislative majorities, a significant shift in political power over the past few election cycles, and from our party’s low point of 29 majorities in 2016.
The 2024 election is the next benchmark for our strategy to win the decade, and we are expanding the map to push further into Republican territory on our Path to the Majority.
As the official party committee dedicated to electing Democrats to statehouses across the country, we’ve been in the trenches, we’re setting the agenda, and we’re ready to capitalize on every opportunity.
Cycle by cycle, we define our state objectives as protecting new majorities, expanding power in the state, and building power in the state. These strategies are critical steps in capitalizing on our success by defending our ground and working to expand Democratic power.
Our work in 2024 begins in the states where hard-fought Democratic majorities must be defended and where flipping a few seats for Democrats could break vulnerable GOP majorities. These are the states where state legislative majorities are in play or within reach:

Our work as the party committee looks beyond the next election. While we fight for majorities this November, we are also making investments and building the groundwork in states where progress can break GOP supermajorities or lead to new majorities by the end of the decade. The DLCC is the official party committee dedicated to winning America’s state legislatures, and the only organization responsible for the full, national landscape of state legislatures and for crafting the long-term strategy to build and maintain Democratic power in the states.
While we plan to fight hardest in our target states this cycle, we oversee work in all 50 states and are working every day to bring resources to our ballot level and set our partners and in-state allies up for success. After a decade of gaining ground, 2024 will be a pivotal year for Democrats in the states as we continue on our path to the majority.
