Online Licensing System

The Agency for Health Care Administration (AHCA) has implemented the Online Licensing System to submit initial, renewal, or change during licensure period applications online electronically.

Allows providers the ability to:

  • Submit application forms
  • Upload supporting documentation
  • Save time
  • Reduce errors by pre-populating renewal and change during licensure period applications
  • Submit electronic payment of licensure fees, assessments, and outstanding fines
    • Pay via Visa, MasterCard, American Express, Discover, e-Check

All provider types must submit renewal application form, fees, and supporting documents electronically through the Online Licensing System effective March 5, 2024, in accordance with Rule 59A-35.060, F.A.C.

Submitting Your Health Care Provider Applications Online


  1. Register - Authorized individual should create an account for the AHCA Portal and request access to the Online Licensing System for each provider needed or create an initial application. 
    1. See the instruction guide [ pdf 1.2 MB ]  for details on how to gain access to the Online Licensing System. 
    2. If you already have an account for the Clearinghouse (Background Screening System), FHURS, AIRS, BCAR, or ITOP, you will not need to create a new User Name and Password. Simply login using your existing user information.

  2. Return the completed User Agreement(s) for processing and approval.  
    1. A User can select one or multiple providers across provider types.
    2. A separate User Agreement will be created for each provider selected which must be signed by the Administrator/CEO for that provider. 
    3. Send the signed User Agreement(s) to the Agency for approval.
    4. You may scan, email, or mail the signed documents. 
  3. Login - After access has been approved, the authorized individual may log into the Online Licensing System.  
    1. An e-mail will be sent to the approved user within 3 business days. 
  4. Create the application.  Renewals and changes during licensure period will appear with most fields prefilled.
    1. Review, add or change information as needed.
  5. Submit the completed application and uploaded supporting documentation. 
  6. Pay - You can pay your licensure fees and/or any fines that may be applicable by credit card or e-check.
