Synopsis: When the results of a 2022 Quantitative Risk Assessment (QRA) forecasted a protracted delay to the completion of the I-90 portion on East Link, Sound Transit was faced with the dilemma of how to manage the nearly completed infrastructure along the rest of the alignment. In this talk, Michael will briefly review the QRA results that led to the decision to split East Link in two and will provide an overview of the process of standing up the "East Link Starter Line" as its own project phase.
