Pennsylvania State Small Business Credit Initiative (PA-SSBCI)

American Rescue Plan Act (ARPA) funding providing small businesses with loans and equity investments

The PA Department of Community & Economic Development (DCED) oversees the State Small Business Credit Initiative (SSBCI) in Pennsylvania. To ensure equitable access across the state, DCED has contracted with economic development partners at the regional and local levels to administer loan and equity programs.

To find available financing in your area to support small business expansion and job creation, visit the SSBCI Program Administrator landing page and search by county or funding type.

PA-SSBCI includes three programs to support private financing for small businesses.

  • Loans for small businesses are available through SSBCI Program Administrators. The loan terms offered varies by administrator, so contact your local organization(s) to learn more about what is available in your area and how to apply.
  • Equity investments in existing and emerging technology companies provide seed and later-stage capital. These investments are offered through the regional Ben Franklin Technology Partners (BFTPs) and Life Sciences Greenhouses (LSGs).   • Loans for venture capital general partners of diverse status to invest in PA small businesses are available through application to the Ben Franklin Technology Development Authority (BFTDA).
