Pedestrian Crossing Alternatives Study for Pi‘ilani Highway
In its desire to address community concerns regarding a safe pedestrian crossing for the new Kūlanihākoʻi High School in Kīhei, the Hawaiʻi State Department of Education (HIDOE) has commissioned a Pedestrian Crossing Alternatives Study to analyze grade-separated (above or below street level) crossing options at Pi‘ilani Highway. The Pedestrian Crossing Alternatives Study will be conducted by G70, a Hawaiʻi based firm. Skog Rasmussen LLC, a Maui-based firm, will help organize and conduct the community outreach.
The goal of the study is to identify a safe, suitable, and technically feasible grade-separated pedestrian crossing solution for students, faculty, and other campus users at Kūlanihākoʻi High School in Kīhei. The study will be informed by technical standards, engineering design, cost estimates, policies, laws, and best practices to satisfy a condition set forth by the Land Use Commission and the County of Maui. Development of the Pedestrian Crossing Alternatives Study will be done in consultation with the community. The results of the study will be used by the DOE to address the Land Use Commission condition.

Study Overview
The Department of Education is nearing completion of construction for Phase 1 and 2 of Kūlanihākoʻi High School in Kīhei to serve up to 1,650 students in Grades 9 through 12. Due to the location of the school mauka of Pi‘ilani Highway, students, staff, and visitors arriving by bicycle or foot must cross Pi‘ilani Highway which is classified by the State Department of Transportation as a heavily utilized, “urban principal arterial” highway. As a condition of the State Land Use amendment issued by the Land Use Commission, the Department of Education must provide a safe, comfortable, and functional pedestrian highway crossing.
The study will objectively assess the anticipated conditions of each pedestrian alternative to cross Pi‘ilani Highway and carefully consider County and State traffic engineering standards and best practices and community input. Through the study process, we look forward to collaborative exchanges with the community and the DOE that foster a crossing solution for students, staff, parents, and visitors at the new high school in Kīhei.
Community Input
The project team will conduct a series of small group listening sessions over the summer of 2022 so residents can review and weigh in on the various pedestrian crossing alternatives under consideration. These sessions will be followed by a community open house planned for September of 2022 which will showcase the results of the technical studies conducted for each of the crossing alternatives. Public comments and input are welcomed throughout the study process.
